Tras varios meses de la pandemia del COVID-19, algunas empresas con una importante reducción en su facturación ventas, al mismo tiempo tuvieron que mantener su capacidad operativa a fin de garantizar la continuidad de sus servicios a la población. Estas empresas de servicios esenciales (agua, alumbrado eléctrico, gas y telecomunicaciones) al no poder cuantificar el horizonte de la pandemia ni las normas que fomentaban el aislamiento social y la retención de los pobladores en sus domicilios tuvieron que realizar ajustes drásticos y medidas de emergencia para mantener su operatividad.
