He is Magister in Public Administration, Kennedy School of Government, Harvard University; LL.M. in International and Comparative Law, George Washington University; Magister in Social Policy and Planning in Developing Countries, London School of Economics and Political Science; Master of Laws in International Economic Law, Pontificia Universidad Catolica del Peru and Lawyer of the Universidad Nacional de San Marcos.


He has extensive experience in a managerial and advisory governments, international organizations, companies and other non-governmental organizations. He was: Head of Training Program for judges and prosecutors in the Andean Commission of Jurists; Senior Advisor to the President of the Council of Ministers (1991- resigned on April 5, 1992); Regional Representative of the International Alert (specializing in conflict resolution entity); Attorney at the Inter-American Commission on Human Rights; Consultant of the Supreme Court of Honduras and the IDB; Team Member Legal Experts instigator of the National Agreement for Justice, by appointment dela Supreme Court of Peru; Member of International Mission of the International Commission of Jurists which analyzed the situation of the judicial system of Honduras; International Consultant Strategies Anti – Corruption World Bank; Advisor to the Foreign Minister’s Office; Executive Director of the Peruvian Agency for International Cooperation; Head of Program United Nations Development Programme (UNDP) in Papua New Guinea; Advisor to the Chairman of the Board of the Agency for Assessment and Environmental Control (OEFA); Consultant Compania Minera Antamina; Advisor to the Canadian International Institute for Extractive Industries and Development; Adviser to the Executive Presidency of the national anti-drug authority (DEVIDA); Consultant, Department of Energy and World Bank Extractive (GEEDR) for the implementation of various programs in conjunction with the Ministry of Energy and Mines of Peru; and in 2011, he directed the Subcommittee on Transfer of the Presidency of the Council of Ministers commissioned by the elected government of President Humala.

He is Legal Representative of Paracas GmbH (Frankfurt) and The Vine Trust (Scotland), in Peru; Director General Manager AgroAndino SRL, the leading company in the production and export of Physalis Peruviana (aguaymanto) organic; Arbiter of the Arbitration Centers of the American Chamber of Commerce of Peru (AmCham Peru), the Chamber of Commerce of Lima and the Pontificia Universidad Catolica del Peru.

He has been Deputy Director of the Institute of International Studies at the Pontifical Catholic University of Peru; Professor for courses in Leadership and Organizational Behavior and Crisis and Conflict Management at the International University MBA from ESAN; and International Relations, Geopolitics and Natural Resources at the Center for Higher National Studies (CAEN); and Research Associate of the Institute of Peru, Universidad San Martin de Porres. He has been a member of the editorial boards of the Journal of the Knowledge Economy (as Associate Editor) and the Journal of Global Entrepreneurship Research, Springer publishing house. He is the author of a vast number of articles, studies and tests in the areas of public policy and international relations.


He is currently head of academics Country Management and International Organizations in CENTRUM Catolica Graduate Business School.
