DEGREES AND CERTIFICATIONS
Professor Arroyo holds a Doctorate in Social Sciences with a major in Sociology from Universidad Nacional Mayor de San Marcos, Peru, and a Masters degree in Public Health from Universidad Peruana Cayetano Heredia, Peru. He has also completed a Masters degree in sociology from Pontificia Universidad Católica del Perú and an undergraduate degree in Sociology from Universidad Nacional Mayor de San Marcos. Professor Arroyo has completed a specialization course in High Public Administration from INCAE, Costa Rica and in Social Management by the IDB’s INDES in Washington D.C. He has also completed the Program on Business and Sustainability at University of Cambridge and the Senior Management Program at Instituto de Empresa in Madrid.
Professor Arroyo has been a member of the Advisory Group on Social Science and Health at the World Health Organization, member of the Multidisciplinary Advisory Committee at CEPLAN, member of the Board of Directors for the metropolitan system of hospitals, and Coordinator of the Doctoral Program in Public Health at Cayetano Heredia University. At Cayetano Heredia University, he founded the Masters degree in Public Health, Governance and Management of Health Services, and Management of Social Projects.
He is a consultant for various international agencies (UNDP, IDB, WB, PAHO, GTZ, etc.) in Peru and abroad. He was the founder and First National Coordinator of the Civil Society Forum in Health (FOROSALUD) from 2002 to 2004. In addition, he is also an elected member of the Peruvian National Council of Health on behalf of the Civil Society, 2002 -2003. Professor Arroyo was Regent and Municipal Secretary of Services at Lima City Hall from 1984 to 1986.
He has been an advisor to the Pan American Health Organization (PAHO) and the German Development Cooperation (GIZ). He has been chairman and has held various management positions in public and private entities. He has given consultancy services and/or technical assistance to MINSA, PCM (SERVIR, CEPLAN, Secretariat of Public Management, and Technical Secretariat of CIAS, among others), MINEDU, MIMDES (Deputy Minister of Social Development and Social Programs), Ministry of Labor, Education and others. He has experience in public health, public affairs, state reform, as well as in the formulation and evaluation of social policies and programs.
Professor Arroyo has more than 65 publications in Google Scholar and Research Gate, such as articles in indexed journals, books and book chapters on public health, health systems and policies, public management, and evaluation of programs and institutions.
He currently is Deputy Minister of Public Health at the Ministry of Health, Professor and Researcher at the Axiology, Social Responsibility, Health, Governance and Law department at CENTRUM Católica Graduate Business School.
